The Uganda Road Fund (URF) was established by an Act of Parliament in 2008 to finance routine and periodic maintenance of public roads. The Fund collects and manages road user revenues—including fuel levies, weighbridge fines, and toll fees—to ensure consistent funding for road upkeep throughout the country.

URF’s mission is to provide effective and sustainable financing for road maintenance to preserve the national road network and improve transport services. It supports national and local road authorities through performance-based funding, ensuring roads remain safe and economically viable. URF contributes significantly to lowering vehicle operating costs and enhancing rural accessibility.
