Fonds d’Entretien Routier (FER) of Côte d’Ivoire was established to finance the maintenance and rehabilitation of the country’s road infrastructure. It was created in response to the urgent need for a sustainable, transparent funding mechanism for road upkeep, particularly during the 1990s, when infrastructure degradation began affecting mobility and economic performance. FER collects road user charges such as fuel taxes and tolls to fund maintenance operations.

FER’s mission is to ensure the preservation of the road network, contributing to national development by facilitating transportation and trade. Its objective is to optimize resource allocation, promote efficient road management, and ensure transparency in the use of funds. FER works closely with government bodies and technical agencies to implement quality assurance and performance-based maintenance programs.
