Established in 2001 under the Roads Act, the Zimbabwe National Road Administration (ZINARA) is responsible for the collection, disbursement, and management of road user fees in Zimbabwe. These include vehicle licensing, toll fees, transit charges, and fuel levies. ZINARA allocates funds to road authorities such as urban and rural district councils and the Department of Roads to finance road maintenance and development.
ZINARA’s mission is to ensure sustainable financing of Zimbabwe’s road network through efficient revenue collection and transparent fund management. It aims to maintain and improve national road infrastructure, enabling safer travel and economic growth. ZINARA plays a central role in upgrading road transport systems to support commerce, tourism, and regional trade.
