Dear participants, dear partners, dear sponsors,

Africa is moving forward.

Its roads, the vital arteries of our development, must keep pace.

It is in this spirit that I have the pleasure and honor of inviting you to the 22nd General Assembly of the
African Road Maintenance Funds Association (AFERA–ARMFA), which will be held from 17 to 20
November 2025 in Monrovia, Republic of Liberia.

Organized under the auspices of the Ministry of Finance and Planning of Liberia, in close collaboration with
the National Road Fund, this Assembly will take place in a continental context that is both demanding and
full of opportunities.

Our theme this year:

“Innovative Financing and Sustainability of Road Infrastructure in the Face of Climate Change and Mobility Challenges in Africa”

This theme is a call to action. It guides our reflections around three key pillars:

  • Financing: exploring and mobilizing new and suitable resources;
  • Sustainability: ensuring the resilience and longevity of our infrastructure;
  • Challenges of climate change and mobility: anticipating, adapting, and innovating.

We invite you to be part of this dynamic initiative.

Whether you are decision-makers, donors, technical experts, civil society representatives, or from the private
sector, your voice matters. Your engagement is essential.
This General Assembly will be much more than a statutory meeting:

Our utmost appreciation to the general membership of ARMFA for selecting Liberia to host an honorable convergence of Africa’ s change makers in the infrastructure sector- particularly road.

As we prepare for this year’s general assembly, as the Head of the National Road Fund of Liberia, we stand committed to working with the ARMFA secretariat and all delegates to host a successful assembly- thus giving every participant the chance to explore and enjoy the beauty our country -Liberia offers. This year’s General Assembly will begin on the 17th of November and end on the 22nd at the Ellen Johnson- Sirleaf Ministerial Complex in Monrovia, Liberia, under the theme: “Innovative Financing and Sustainability of Road Infrastructure in the Face of Climate and Mobility Challenges in Africa”. The theme of this year conference dissent road infrastructure financing as a key driver of the African continent’s development and economic integration.

Again, on behalf of the National Road Fund of Liberia, and the ARMFA Secretariat, I want to thank you for the opportunity to host this great conference. Our nation is humbled by this opportunity. Immigration Requirements

  • Participants from ECOWAS States do not require visas to enter Liberia.
    Entry will be granted with a valid ECOWAS passport.
  • All other Non- ECOWAS STATES participants are required to have visas through Liberian embassies in their country and can apply there, but if there’s none, kindly visit this website https://visaonarrival.lis.gov.lr// and follow the steps:

Step 1:

Create an Account

Start by creating your account. Provide your name, surname, and email Address. You will receive a confirmation email to verify your email address. Once verified, your account will be ready, and you can proceed with the visa on arrival process

Step 2:

Prepare your documents

Make sure you have the following ready:

  • Passport (obligatory): Must be valid for at least six months.
  • Passport Scan (obligatory): A maximum size of 2 MB, in PDF, BMP, JPG, JPEG or PNG formats.
  • Portrait photo: (obligatory): Neutral background, in color, with a maximum size of 2 MB, in BMP, JPG, JPEG or PNG formats.
  • Flight ticket scan (optional): Maximum size of 2 MB, in BMP, JPG, JPEG or PNG formats.

Complete your Application
Fill out the required details in the Visa on Arrival application form.

Step 4:

Pay the Visa on Arrival Fee

After completing your application, proceed to the payment section. Accepted payment methods include VISA and Master Cards. (The Visa on Arrival fee (USD 102.5) is non-refundable)

Step 5:

Receive application status notification

Once all details are submitted and your payment has been completed, you will receive a payment confirmation email together with the receipt. Please note that the banking process may take time, so please check the status of your application.

Step 6:

Receive your Visa on Arrival Confirmation

After successfully processing and approval by the authorities, you will receive a confirmation email with an attachment (PDF with QR code). You will need to present this at the airport upon arrival. We strongly recommend that you print it. Alternatively, you can show it on your mobile phone device.

Note: Once approved, Liberia Visa on Arrival application is valid for entry into the country within 3 months. If you do not enter Liberia within this period, you will need to start the application process again.

Step 7:

Collect your Visa sticker at the Airport in Liberia

At the designated Visa on Arrival counter at the airport in Liberia, present your printed confirmation letter with QR code. An immigration officer will assist you with the biometric data collection (fingerprints and face recognition). Once completed, you will receive a visa sticker in your passport.

    Participants will be provided with the week programme and other relevant documents before the meeting.

    Any participant wanting to circulate a document, should be provided to the secretariat. Participants are also advised to consult with the secretariat on any matters pertaining to the issuance or distribution of meeting documents.

  • Health Requirements

    Visitors to Liberia are required to have a valid health certificate for yellow fever. Delegates attending the Annual General Assembly will have these emergency medical services available:

  • Arrival and Departure at Roberts International Airport

    All delegates will use the Roberts International Airport (the airport is 59.3KM from central Monrovia) for arrival and departure except traveling via road.

    The National Road Fund of Liberia will be responsible for airport pickups and drop-offs of All Participants. Therefore, we encourage all participants to kindly submit full flight itineraries to asamukai@nrf.gov.lr or obarclay@nrf.gov.lr before arrival in Monrovia.

    NRF will have designated staff and protocol in place to assist with immigration related issues during arrival and departure.

    More detailed information will be posted on the website of ARMFA Home - ARMFA and the National Road Fund of Liberia (www.nrf.gov.lr) in due course.

  • Registration and Identification Badges

    Delegates will be required to register using Registration Link and obtain identification badges prior to the start of the AGA/AGM.

    All delegates are required to sign-in and pick up their badges at the Help Desk at the conference venue or contact via WhatsApp +231886772144

    For security reasons, identification badges should be worn by all delegates at all times, during the conference/meeting as well as during official social functions.

    We encourage you to kindly pre- register before October 15, 2025.

    All delegates will be required to register for the issuance of the badge.

  • Transportation and Logistics

    The National Road Fund of Liberia will make available transportation for All Participants commuting from hotels accommodation to conference designated venues daily.

    Similarly, airport pickups and drop-offs will be arranged by the National Road Fund of Liberia for the duration of the conference.

    NRF will have designated personnel and protocol to assist in handling of Luggage of arriving and departing guests of the conference.

  • Meals

    Breakfast, Coffee break and lunch will be provided for all delegates at the conference venue daily.

  • Mobile Phones

    There are two telecommunication companies in Liberia, Lonestar Cell MTN and Orange Liberia.
    Both companies cell prepaid sim cards for USD$1. Pre-paid airtime vouchers cost anywhere from USD$ 1 to USD$ 100 and can be purchased at any shop, supermarket, local vendor etc…

    Kindly note that identification will be required to purchase a sim card. Dialing in Liberia

    • To call locally, just dial the number. For example, a Lonestar number will begin with 088/055 and an Orange number will begin with 077. All you would need to do is dial the number and call.
    • International to Liberia: Dial the country code +231 followed by the company code 077 or 088 or 055 and then the rest of the number.
    • From Liberia to other countries: You can call the numbers directly.
  • General information about Liberia

    Liberia, founded in 1822 by freed American slaves, is regarded as the oldest Republic in Africa. Liberia declared our independence on July 26, 1847, with First President Joseph Jekins Roberts being an Americo- Liberian. This achievement was marked by the unification of freed slaves and the indigenous populations, who worked together to establish a new nation based on principles of freedom, Liberty and self –governance.

    Today, Liberia has a population of approximately 5 million people and covers an area of about 111,369 square kilometers. Liberia also has 15 counties and 16 tribes showcasing our rich cultural diversity and heritage.

    The conference will be held in the capital city of Liberia named after the 5th US President James Monroe, Monrovia is a city rich in history and reflects the struggles and triumphs of its people.

    Today Monrovia is home to over 1 million inhabitants representing a diverse mix of ethnic groups.

    The city features a mix of colonial and modern architecture. Notable landmarks include, The Providence Island (a place the first batch of freed slaves from America landed), The Providence Baptist Church (a place the declaration of Independence was signed), The Centennial Pavilion, The Executive Mansion etc… each reflecting the diverse architecture influences.

    The official language spoken in Liberia is English.

  • Climate

    Monrovia experiences a tropical monsoon climate, characterized by distinct wet and dry seasons.

    Temperature

    • Average Temperatures: The city typically has warm temperatures yearround, averaging between 24°C (75°F) and 31°C (88°F).
    • Peak Heat: The hottest months are usually from March to April, when temperatures can rise.

    Rainfall

    • Wet Season: The rainy season runs from May to October, with the heaviest rainfall occurring between June and August. During this period, Monrovia can receive significant precipitation, often exceeding 300mm (11.8 inches) per month.
    • Dry Season: The dry season lasts from November to April, bringing lower humidity and less rainfall, making it a popular time for visitors.

    Humidity

    • Monrovia has high humidity levels, particularly during the rainy season, which can make the heat feel more intense.
  • Currency

    The republic of Liberia operates a dual currency regime comprising of the Liberian Dollars (LD) and the United States Dollars (USD$).

    Both are legal tenders. Central Bank of Liberia publicizes the daily rates on their website https://cbl.org.lr/.

    All the commercial banks in Liberia have operating ATMs that take both master and visa cards and other internationally recognized cards.
